Several weeks ago, a Judicial Panel convened to investigate the ethics complaint filed against Councilman Graham concluded that he was Guilty of the allegations. During the hearings, one of the Judges stated that “Graham’s statements contradicted the facts”. There is no way to sugar coat the conclusion. The Panel’s report was submitted to the City Read.
